While Prime Minister Tony Blair is condemning the “evil ideology” that produced last week’s bombings in London, and acknowledges that, “The extremist propaganda is cleverly aimed at their target audience,” the British allow Islamist publications, such as HAMAS’ Filisteen Almuslima (Muslim Palestine), to be published and distributed from London throughout the world.

It contains horrifying pictures of bloody casualties, murdered by suicide bombers, as well as glorified images of the terrorists who murdered and maimed hundreds of civilians. Justifying the bombing of the Jerusalem bus, in which the terrorist, Raid Misk, had mureered 23 innocent civilians and wounded 136, the magazine quotes the Koranic verse that gives Islamic religious justification for suicide bombings: “Among the believers, there are men who have been true to their covenant with Allah: Some of them [have already fulfilled their vows and] found their death [in battle]; and some still wait [their turn]. However, they have not in any way broken [their vows]” (Sura 33, verse 23).

And Filisteen Almuslima is not the only Islamist magazine published in and distributed from England, inciting hate, spreading anti-Western, anti-American, anti-Semitic messages, with pro-jihad, pro-terrorist propaganda and calls for suicide bombings.

The magazine repeatedly calls for suicide operations against the United States, saying, “There is no other way for the youth of this nation [Islam] other than suicide operations.”

Risalat al-Ikhwan (Message of the Brotherhood) is also a London publication with Muslim subscribers worldwide. It calls for: “Active resistance (muqawamah) to the occupation and the use of any available means to resist it are a religious Moslem duty, a national duty and a natural right anchored in both international law and the United Nations Charter.”
Risalat al-Ikhwan serves as center stage for spreading radical Islamist ideology in the best tradition of the Muslim Brotherhood. This Egyptian terrorist organization was outlawed by Gamal Abd al-Nasser in the 1950s, and despite its influence on Hamas and other internationally outlawed terrorist organizations, it is still operating freely in Western countries.
Also in London, is HAMAS’ most active front organization, Interpal, which publishes anti-American and anti-Israeli propaganda, and which in 2003 alone sent more than $20 million to different HAMAS organizations in the Palestinian territories. In addition to fundraising in England in Pounds Sterling, Interpal lists on its website four different bank accounts to which contributors can send money. All the accounts are with Nat West Bank, and the international scope of the organization is evident by dedicated dollar and euro accounts.
HAMAS has an annual budget was estimated at around $70 million, at least $20 million of which it receives from Interpal, the HAMAS front organization in the UK. Interpal not only raises funds for HAMAS in the UK, but also serves as the major courier of funds from other HAMAS-affiliated organizations in Europe to the West Bank and Gaza. Its activities are documented at length by the Intelligence and Terrorism Information Center.
The Blair government also allowed Sheikh Omar Bakri, who headed the Islamist al-Muhajiroun organization and who supports al- Qaeda and has many followers throughout the UK, to regularly call for jihad, claiming that England is a “land of war,” and モAll Muslims of the West will be obliged to become his [Allahs] sword.”
The British allowance of this “free speech” resulted in a suicide-bombing attack by British suicide bombers- in April 2003 in Tel Aviv – that cost the lives of three Israelis and wounded more than 50. Yet, the incitement continued.
Such incitement was prohibited by law in the U.K. already in 2000, under the heading of “Inciting Terrorism Overseas,” section 59 1(a), the Terrorism Act. The law states: “a person commits an offence if he incites another person to commit an act of terrorism wholly or partly outside the United Kingdom.” Needless to say, such an act would also constitute an offense if committed in England. Yet Islamist preachers and publications were free to call for murder with impunity.
The UK’s new political will to fight Islamist terrorism should not be judged by the additional counter-terror laws they declared, but by their implementation.
